Prioritize the consequential evidence
Choose records that show actual responsibilities, learning and application. Ask whether reliable current evidence can explain older work where appropriate. Retrieval expense does not prove specialized knowledge, and it should be budgeted separately from government filing charges and project costs.
Split the budget into three columns before authorising anything. Government charges are set out in the USCIS fee schedule published as Form G-1055, sit with the petitioning employer, and buy processing rather than a better outcome. Professional charges — counsel, translation, technical write-ups, archive retrieval — are privately negotiated and should be scoped in writing against named elements: the qualifying corporate relationship, the continuous year of qualifying employment abroad within the preceding three years, and the special or advanced knowledge of the employer’s own methods. Relocation and household costs form a third column and should never be blended into the first two.
Hypothetical example: a seal-process analyst’s employer receives a flat quote to reconstruct six years of project archives. Before approving it, ask which element the archive would settle. If payroll already proves the qualifying year and the knowledge claim rests on two documented internal procedures, most of that spend buys pages nobody needs to read — and with a five-year ceiling on L-1B time, the same money may matter more at an extension.
Ask any provider to price the elements rather than the page count, and to say plainly what the work cannot establish. Check current government amounts on the official fee schedule at the time of filing instead of relying on a figure quoted months earlier.
