Hypothetical example: a diesel mechanic in Inverness County holds Irish citizenship and Canadian permanent residence after eleven years in the province. TN is available to Canadian and Mexican citizens only, and a permanent resident card does not satisfy that requirement no matter how long the holder has lived here. The practical work is to establish what nationality each household member actually holds and which routes that opens. Hypothetical example: An architect with Canadian permanent residence and Brazilian citizenship receives a short American project offer while her Canadian-citizen spouse may join later. The decision is not whether she has lived in Canada long enough; it is which person's nationality supports which route. The first review should create a person-by-person nationality table using passports, citizenship certificates, and immigration records. Canadian permanent residence does not create TN nationality, and a dependent's eligibility must be assessed independently.
Write down the actual nationality of each person
Households often hold more nationalities than they think about day to day. One partner may be a Canadian citizen by birth, another a permanent resident, a child a citizen of two countries through a parent. Record each person's citizenships and, beside each one, the specific document that proves it: a passport, a citizenship certificate, a foreign birth registration. This single page determines a surprising amount, including TN eligibility, whether the E treaty categories are available and on which country's treaty they would rest, and which consular post would handle an application. Do it before comparing routes at all, because a comparison built on an assumed nationality is worthless and usually flattering. The reader must decide which document is conclusive for each claimed nationality. A permanent resident card settles Canadian immigration status, not citizenship; a passport or citizenship certificate may settle nationality. Record name variations and expiry dates so that an application does not rely on an outdated or inconsistent identity document.
See which routes nationality does not restrict
Several categories do not depend on Canadian citizenship at all. An intracompany transfer turns on a qualifying corporate relationship between the entities and on one continuous year of qualifying employment abroad within the preceding three years, not on the transferee's nationality. Employment-based immigrant categories turn on the position offered and the applicant's own qualifications. The E treaty categories do depend on nationality, but on treaty-country nationality generally, so a citizen of another treaty country may qualify through that country's treaty rather than through Canada, provided the enterprise's ownership matches. Mapping this properly often reopens options a household had already written off. The reader must decide which routes remain open after nationality is established. Some categories depend on treaty nationality, some depend on qualifying employment or investment facts, and others do not turn on nationality in the same way. Do not choose a route solely because a colleague with Canadian citizenship used it; start with the applicant's own documents and proposed activity.
Track the naturalisation timeline separately
If Canadian citizenship is being pursued, treat it as its own project with its own residency, language and processing requirements, and do not let a United States plan depend on a date nobody controls. An application in progress is not citizenship, an approval letter is not a certificate, and only the certificate changes the analysis. Meanwhile keep the permanent resident status itself in good standing, since Canadian residency obligations continue to apply while a family spends time abroad. Losing that status while pursuing a temporary United States arrangement that has no path to permanent residence of its own is a poor trade, and it is one people make without noticing. The reader must decide whether a possible future citizenship event belongs in the current plan. A pending naturalization application may be useful context but cannot be treated as a passport already held. Keep its timing separate from any current job offer, travel date, or business transaction, and revisit the route only when the underlying status actually changes.
