Being a surveyor and holding a surveying job are two separate findings
The Appendix 2 entry for Land Surveyor accepts a baccalaureate degree or state, provincial or federal licensure, so a Nova Scotia registration is sufficient on the personal side. What follows is the part applicants underestimate. An officer reads the described duties and asks whether they are the profession.
Establishing horizontal and vertical control, laying out structures from design coordinates, monitoring settlement and producing as-built plans are surveying. Sequencing trades, managing a dredging subcontractor and holding a site safety file are construction management, which is not a listed profession at all. Where a role genuinely contains both, the letter should say which occupies most of the week and why the surveying element requires a licensed surveyor.
It is also worth remembering that TN status is about admission, not about authority to practise: whether he may seal documents in the destination state is decided by that state's licensing board on its own rules.
