On the published terms, three of the four are eligible, so three nonrefundable processing fees of US$15,000 and, after vetting, gifts totalling US$3,000,000 — one million for each of the three. Legal and translation costs sit on top, and none of it is recoverable.
Three people, three fees, three gifts, nothing returned
Set out plainly, the arithmetic for Bertrand, his wife and his nineteen-year-old daughter is three processing fees at US$15,000 each, payable up front and not refunded whatever happens, followed after successful vetting by a gift of US$1,000,000 for each of the three. Where a corporate sponsor funds an application for an employee the individual figure is US$2,000,000, with each accompanying spouse or unmarried child under twenty-one still adding a further fee and a further US$1,000,000. Around those numbers sit professional fees for assessing the underlying classification, assembling documents, and certified translations.
Two things should be understood about the total rather than merely noted. The gift is a transfer to the U.S. government, so it produces no asset, no income and no claim on anything, which distinguishes it entirely from an investment.
And the twenty-two-year-old son is not in the total, so any realistic family budget has to include whatever separate route he pursues.
